Their are a few things i find suspect in this post. I'm not accusing you of inautheniticity, but here goes... 
 
1. As to the title- don't ask don't tell is a policy enacted by Bill Clinton and only applies to gays in the U.S. military. 
 
2. The Boy Scouts are not affiliated with any religion, so I don't see why they would ban this kid for religious reasons. 
 
3. The Boy Scouts are known for discriminating adult gays (for instance by banning them from troop leadership) but this would be the first instance of them banning a kid. 
 
Overall, I think you should be sure your friend's story is streight. And, if it is, you should contact the media: because you have quite a story on your hands.
